Region 2 South History
R2S History:
- June of 2002 - The organization of the Planning Board began with
a formal meeting of the Medical Control Authority (MCA) leadership
of the Detroit East, HEMS Monroe and Washtenaw/Livingston MCA’s.
- June – August 2002 – Meetings continued as the region
worked towards submission of the cooperative agreement (grant)
application.
- August 8, 2002. – The HRSA application for Region 2 South
was submitted.
- September 13, 2002 - the Region was advised that the grant application
was approved. Additional conditions were listed in the September
13 document and the corresponding issues were resolved.
- October 1, 2002. -Official HRSA cooperative agreement period
began.
- October 7, 2002 -A Bioterrorism (BT) Coordinator, Ann Maher,
was hired.
- October 10, 2002 - A joint meeting of the Advisory Committee
and the Planning Board took place where a formal structure for
the Advisory Committee, and its sub-committees, was outlined, and
approved, by the Planning Board. The Advisory committee was formed
with an “all inclusive” mentality so that all interested
parties could participate. The initial Advisory attendance, at
the joint October meeting, was approximately 20 people.
- October – November 2002 - The official office for Region
2 South was established during October and the early parts of November.
This included acquiring office supplies, computers, establishing
network connections and telephones on the existing systems within
the Wayne County Health Department. Joyce Lai, Regional Epidemiologist
moved into the same office with the BT Coordinator during this
period.
- November 2002
- Additional Advisory and Planning meetings took place including the first independent meeting of the Advisory committee. Over 70 personnel attended and the sub-committees met for the first time.
- Curt Irish, Regional Strategic National Stockpile (SNS) Coordinator was hired.
- MDCH began working closely with the regions to develop
Smallpox specific plans including the formation of a Regional
Smallpox Planning Team (RSPT).
- December 2002
- Additional discussions took place between the Regions and the MDCH regarding smallpox planning.
- The regions were given numerous rapid deadlines to facilitate the smallpox planning.
- The unresolved issues of liability coverage, insurance coverage (health and worker’s compensation) and injury compensation were discussed at length.
- The CDC began to hold teleconferences to train those personnel in a variety of issues relating to smallpox
- The Region continued to meet to expand the sub-committees and to work on formulating a regional plan.
